What registration actually does
Ejari is the system that registers tenancy contracts with the relevant Dubai authority. Registration turns a private agreement into a recorded one.
It is a legal requirement for tenancies rather than an optional formality, and the obligation sits with the landlord in principle while falling on whoever is organised in practice.
The utility connection depends on it. Setting up DEWA in the tenant's name generally requires the registration certificate, which is why an unregistered tenant sits in a dark flat wondering what went wrong.
Residence visa processes that rely on proof of accommodation also lean on it, which matters enormously to a tenant sponsoring family.
What depends on it
Rent dispute resolution runs on registered contracts. A tenant or landlord trying to use the dispute centre without registration is starting from a much weaker position.
Registration also feeds the rent index that informs permitted increases, which is why both parties have an interest in the record being accurate rather than convenient.
It needs renewing when the tenancy renews. A rolled-over tenancy on a lapsed registration is a common and quietly accumulating problem.
The documents required are predictable — the contract, identification, the title deed or ownership evidence, and utility details — so the delay is nearly always someone not having assembled them.
The agent's part
Tell the tenant at signing what registration is, who is doing it and by when. Most of the friction in this process is expectation rather than administration.
For landlords, an unregistered tenancy weakens your position in exactly the situation where you need it most, which is a tenant who has stopped paying.
